 ألقى اليوم الدكتور مصطفى مدبولي، رئيس مجلس الوزراء،

 كلمة أمام مجلس النواب.

 اطلع النواب خلالها على أبرز مُؤشرات تقدم الأعمال في برنامج عمل الحكومة "مصر تنطلق"، كما أهدى نسخاً من تقرير المتابعة الدوري لبرنامج عمل الحكومة خلال الفترة من 2018 حتى 2020، إلى رئيس المجلس المستشار حنفي جبالي، رئيس المجلس، ووكيليه المستشار أحمد سعد، ومحمد أبو العينين، لتكون بين يد نواب الشعب للإطلاع على ما تتضمنه من نتائج.

 واستهل رئيس الوزراء كلمته بتهنئة أعضاء مجلس النواب، على فوزهم بثقة شعب مصر العظيم، ليمثلوه في هذا المجلس، معبّرين عن تطلعاته وآماله، حاملين مطالبه، وساعين لتحقيقها بالتنسيق مع الحكومة، التي لن تألو جهداً في التنسيق المستمر، والتعاون الوثيق مع البرلمان، لتحقيق كل ما فيه مصلحة بلدنا ومواطنينا، مدعومين بقيادة رشيدة، وتوجيهات سديدة، من الرئيس عبد الفتاح السيسى، رئيس الجمهورية، نسابق الزمن لتحقيق برامجنا وخططنا التى تستهدف تعزيز وضع مصر والمصريين داخلياً، ورفع مكانتها خارجياً بين الأمم.

 وأعرب مدبولي عن سعادته الشخصية بما يضمه مجلس النواب من خيرة أطياف هذا الشعب بكل فئاته، ونسبة التمثيل المتميزة للشباب والمرأة، فضلاً عن النخبة المتميزة من أصحاب العلم والخبرة في مختلف المجالات، متوجهاً بالشكر والتقدير في هذا المقام إلى الدكتور علي عبد العال، رئيس مجلس النواب السابق، وجميع أعضائه على حسن التنسيق والتعاون، في فترة دقيقة من عمر هذا الوطن. 

وقال رئيس الوزراء: لقد قام منذ عامين ونصف، ومن نفس هذا المكان، بتقديم برنامج الحكومة لمجلس النواب السابق، وكان التكليف الأساسي الذى كلف السيد رئيس الجمهورية به هذه الحكومة، هو العمل بأقصى جهد وفي أسرع وقت للدخول في مرحلة تمكين كل فئات الشعب من الاستفادة من نتائج برنامج الإصلاح الاقتصادى.

وأضاف: لقد التزمنا كحكومة فى ذلك البرنامج بثوابت ارتضيناها جميعا، وهي : تكليفات السيد رئيس الجمهورية للحكومة، إلى جانب رؤية مصر 2030 التي أطلقها السيد رئيس الجمهورية، وتُمثل إطار عمل لكل حُكومة حالية أو قادمة، وكذلك البرنامج الوطنى للإصلاح الاقتصادى والاجتماعي، والذى بدأناه ونستكمل تنفيذه حالياً، وكذلك المطالب الجماهيرية ذات الأولوية.

وأكد رئيس الوزراء أن برنامج الحكومة استهدف أن تكون الفترة القادمة هي فترة الانطلاق، وطرحت الحكومة هذا البرنامج تحت شعار " مصر تنطلق "، لافتأً إلى أن الحكومة التزمت بإطلاع الشعب المصري ونوابه الموقرين، على موقف تنفيذ برنامج عملها، فقدمت ثلاثة تقارير لمجلس النواب الموقر فى هذا الصدد، كان آخرها فى نوفمبر 2020 عما تم تنفيذه خلال عامين من عمل الحكومة، وأوضح أن برنامج الحكومة ضم العديد من المحاور الرئيسية، والتي تعكس تكليفات السيد رئيس الجمهورية للحكومة، مستعرضاً بعضاً مما تحقق من إنجازات فى كل محور على مدى أكثر من عامين من عمر الحكومة، ليكون لدى المجلس الفرصة لاستعراض التفاصيل مع الوزراء المعنيين.

وأشار إلى أن العام الماضي كان من أصعب الأعوام على البشرية جمعاء، وقد عملت الحكومة والبرلمان معاً على تجنيب مصر وشعبها الآثار شديدة السلبية، التي يعاني منها العالم كله.

وبدأ رئيس الوزراء بالمحور الأول وهو حماية الأمن القومي المصري، ويتضمن تحقيق الاستقرار الأمنى، مشيراً إلى أن الحكومة حرصت على تعزيز جاهزية واستعداد القوات المسلحة المصرية، على نحو رفيع المستوى، لتأمين وحماية الأمن القومي المصري، فضلاً عن استمرار جهود القوات المسلحة ووزارة الداخلية فى مكافحة البؤر الإرهابية والقضاء على العناصر التكفيرية. 

وفيما يتعلق بالأمن المائى، أوضح الدكتور مصطفى مدبولي أن الحكومة وضعت نصب أعينها كيفية الحفاظ على كل قطرة ماء، وبالتالي حرصت على إنشاء والتوسع في 53 محطة للمعالجة الثنائية والثلاثية المطورة لمياه الصرف الصحى لمحافظات (أسيوط - أسوان – الفيوم – المنيا – بنى سويف- سوهاج – الأقصر) بطاقة اجمالية 2ر1 مليون م3 يوم بتكلفة 9 مليارات جنيه، بالاضافة إلى العديد من المحطات التي تم تنفيذها في باقي المحافظات، واستفاد منها نحو 3ر8 مليون مواطن، كما تم تنفيذ 7 محطات تحلية للمياه، بمحافظات شمال سيناء ومطروح والبحر الاحمر بطاقة 256 ألف م3 يوم بتكلفة 2ر4 مليار جنيه، واستفاد منها نحو 4ر1 مليون مواطن. 

وبالنسبة لأمن الطاقة، اكد رئيس الوزراء أنه تم تحقيق إنجازات ملحوظة أثمرت عن توفير الطاقة الكهربائية والغاز للاستهلاك المنزلى والصناعى وكل الأنشطة، بعد أن حققنا الاكتفاء الذاتى منها، وتمت إضافة 2790 ميجاوات قدرات توليد حرارية باستثمارات تجاوزت 24 مليار جنيه، كما تم إضافة 2121 ميجاوات من الطاقات المتجددة باستثمارات حوالى 8ر1مليار جنيه، بالإضافة إلى الاستثمارات التى ينفذها القطاع الخاص، مما ساهم فى وصول نسبة القدرات المركبة من الطاقة المتجددة إلى الحمل الأقصى وهو نحو 18.2%.

ولفت إلى أن مجموعة البنك الدولى أعلنت في عام 2019 فوز مشروع توليد الطاقة الشمسية فى بنبان بأسوان بالجائزة السنوية لأفضل مشروعات البنك تميزًا على مستوى العالم، وقد تم الانتهاء بالكامل من تنفيذ 32 محطة بقدرة نحو 1500 ميجاوات، وذلك بالتعاون مع القطاع الخاص حيث بلغت استثمارات القطاع الخاص نحو 2 مليار دولار.

وأضاف رئيس الوزراء أنه تم تركيب ما يزيد على 7ر3 مليون عداد من العدادات الذكية ومسبوقة الدفع، كما تم تشغيل المرحلة الأولى من خط الربط الكهربائى بين مصر والسودان فى أبريل 2020، بقدرة 80 ميجاوات، وتستهدف المرحلة الثانية رفع القدرة المنقولة إلى 240 ميجاوات وتشغيلها فى عام 2021.

وأكد أن قيمة الاستثمارات التى تم ضخها في مجال البحث والتنمية والتشغيل للثروة البترولية، بلغت نحو 11 مليار دولار فضلاً عن 50 مليون دولار قيمة الاستثمارات فى الزيت والغاز بجنوب الوادى، كما تم تنفيذ عدد من المشروعات لزيادة السعات التخزينية للمنتجات البترولية، وتوفير مخزون استراتيجى منها، خاصة في ظل ظروف كورونا، بالإضافة إلى المساهمة في تحويل مصر إلى مركز محورى لتداول البترول والغاز، وتبلغ التكلفة الإجمالية للمشروع حوالى 415 مليون دولار.     

وفي ضوء الأثر الكلي لبرنامج تنمية الثروة البترولية، فقد تم انتاج 63 مليون طن من الزيت الخام والمتكثفات والبوتاجاز، وتصدير نحو 21 مليون طن من الزيت الخام والمنتجات البترولية، بزيادة حوالى 6% عن المستهدف، فضلاً عن توقيع 26 اتفاقية لتكثيف أنشطة البحث والاستكشاف، وبلغت قيمة الاستثمارات فى مجال البحث والتنمية والتشغيل نحو 9ر10 مليار دولار، وبلغ إجمالى الانتاج من الغاز الطبيعى حوالى 4562 مليار قدم3 بمتوسط معدل نمو حوالى 28%.

وأوضح الدكتور مصطفى مدبولي أنه تم تحقيق الاكتفاء الذاتى من الغاز الطبيعي، وتغطية احتياجات السوق المحلى من الغاز لمختلف قطاعات الدولة، كما تم توصيل الغاز الطبيعى لعدد 3ر2مليون وحدة سكنية، بزيادة نسبتها 15 % عن الأعداد المخطط تنفيذها (علماً بأنه تم توصيل الغاز لنحو 141 منطقة سكنية جديدة لأول مرة منذ بدء العمل ببرنامج عمل الحكومة الحالى)، مشيراً إلى أن الحكومة تستهدف الوصول من خلال مشروعات البتروكيماويات إلى الاكتفاء الذاتى من المنتجات البترولية عام 2023.

وفيما يتعلق بالمحور الثانى من برنامج عمل الحكومة وهو تحسين مستوى معيشة المواطن المصرى ومراعاة حقوق الفئات الأكثر فقراً والمهمشة، أكد الدكتور مصطفى مدبولي، رئيس مجلس الوزراء، أنه بالنسبة لضبط النمو السكاني، وهو موضوع في غاية الأهمية فقد بدأ التنفيذ الفعلى لبرنامج (2كفاية) فى يناير 2019، حيث استهدف نحو 13ر1 مليون سيدة مستفيدة من برنامج “تكافل وكرامة” وتم تنفيذ 22ر1مليون زيارة طرق أبواب وتحويل 578 ألف سيدة لعيادات تنظيم الأسرة.

وبالنسبة للإسكان، أكد رئيس الوزراء أن مصر تقترب من الوصول إلى مليون وحدة سكنية منشأة في 5 سنوات، لافتاً إلى أنه تم توجيه استثمارات تقدر بنحو 54 مليار جنيه، بغرض تنفيذ 203 آلاف وحدة سكنية، منها 147 ألف وحدة إسكان اجتماعي، ومشروعات مختلفة للإسكان المتوسط والتعاوني وغيرها، ولفت إلى أنه قد بلغ عدد المستفيدين من وحدات الإسكان حوالى 920 ألف مواطن فيما بلغت فرص العمل المباشرة وغير المباشرة ، الناتجة عن برامج الإسكان نحو 800 ألف فرصة عمل.

وفي مجال تطوير العشوائيات، أوضح الدكتور مصطفى مدبولي أن المُستهدف كان الإنتهاء من 80 ألف وحدة سكنية، وتطوير 1100 سوق عشوائي، ولقد تم تطوير 159 منطقة غير آمنة، من خلال إنشاء 85500 وحدة سكنية وبلغ حجم المستفيدين من تطوير المناطق غير الآمنة نحو 342 ألف مواطن، كما تم تطوير 1390 سوقاً عشوائياً ، وتنفيذ 83.3 ألف وصلة صرف صحى منزلي، استفاد منها 431 قرية ليصل حجم المستفيدين إلى 908 آلاف مستفيد.

وفيما يتعلق بالمدن الجديدة ومدن الجيل الرابع، أشار مدبولي إلى أن الحكومة وجهت استثمارات تجاوزت 60 مليار جنيه لتطوير 21 مدينة عمرانية قائمة مع توجيه استثمارات تقدر بنحو 90 مليار جنيه لتطوير البنية التحتية لمدن الجيل الرابع وعددها 22 مدينة جديدة من بينها العلمين الجديدة، والعاصمة الإدارية الجديدة، والمنصورة الجديدة، وغرب أسيوط وغرب قنا، وأكتوبر الجديدة، لافتاً إلى أن الحكومة أولت أهمية كبرى لتطوير عواصم المحافظات والمدن الكبرى، وتم تخصيص عدد كبير من قطع الأراضى داخل هذه المدن لإنشاء مشروعات إسكان حضرى تستوعب قاطنى المناطق غير المخططة، وفضلاً عن ذلك جار تنفيذ مشروعات تطوير منطقة ماسبيرو وسور مجرى العيون والقاهرة التاريخية وتنفيذ ممشى أهل مصر على كورنيش النيل.

وأكد الدكتور مصطفى مدبولي أن برنامج الحكومة استهدف في نهاية 2022 الوصول بنسبة تغطية الصرف الصحي في المدن إلى 100% ، والوصول بخدمات الصرف الصحى إلى 60% من سكان الريف، مؤكدأً أنه تم الوصول حالياً إلى نسبة تغطية في المدن 96% وفي القرى أكثر من 38%.

وفي مجال تحسين خدمات مياه الشرب والصرف الصحي، أشار رئيس الوزراء إلى أنه تم تنفيذ 75 مشروع مياه شرب بطاقة 1747 ألف م3 يوم ، بطول شبكات 1200 كم خلال العامين الماضيين، وبلغ عدد مشروعات الصرف الصحى 98 مشروعاً بطاقة 1.7 مليون م3 يوم، بطول شبكات 2624 كم، وتنفيذ 218 مشروع صرف صحى بالقرى بطول 2240 كم، وبلغ عدد المستفيدين بمشروعات مياه الشرب 10 ملايين مواطن، بتكلفة حوالى 10 مليارات جنيه، بينما استفاد من مشروعات الصرف الصحي 16 مليون مواطن، بإجمالى تكلفة 15 مليار جنيه.

وحول السكة الحديد ومترو الأنفاق والمونوريل والقطار الكهربى ، أشار الدكتور مصطفى مدبولي إلى أن بيان الحكومة المقدم لمجلس النواب، قد تضمن الإشارة إلى أن الحكومة ستقدم خدمة متطورة للسكة الحديد مختلفة تماماً عن الخدمة الحالية، وذلك بتوريد 250 جراراً حديثاً وإعادة تأهيل 130 جراراً، وتوريد 1300عربة ركاب، و300 عربة بضائع، واستخدام منظومة الربط الإلكتروني في الإشارات لأول مرة فى مصر، وهي التي تضاهي أعلى منظومة أمان فى العالم، والبدء في إنشاء شبكة جديدة بالكامل للسكة الحديد لخدمة المدن القائمة والتجمعات العمرانية الجديدة، مثل مشروع القطار عالي السرعة للركاب والبضائع ( السخنة ، العاصمة الإداريةالجديدة ، 6 أكتوبر ، العلمين ) بطول 504 كم وكذا قطار مكهرب لربط المدن الجديدة بشرق القاهرة، كما ستشهد القاهرة الكبرى والإسكندرية إنشاء وتطوير خطوط نقل حضرى حديثة ( المونوريل ــ ترام الرمل) .

وأضاف مدبولي أنه تم استكمال شبكة الطرق القومية بإضافة 1600 كم، وتطوير شبكة الطرق القائمة بطول 2500 كم، موضحاً أنه قد تم بالفعل تنفيذ مشروعات لإنشاء وتطوير شبكات الطرق والكبارى، وبلغ إجمالي أطوال الطرق المنفذة ضمن المشروع القومى للطرق 4500 كم، وفي ضوء هذا الإنجاز تم رفع ترتيب مصر فى مؤشر جودة الطرق من المركز 118 عام 2014 إلى المركز 28 عام 2019، حيث قفزت مصر 90 مركزاً، كما تم تطوير الموانئ البرية حيث زاد عدد ركاب هذه الموانئ إلى حوالى 6ر4 مليون راكب .

 وأكد رئيس الوزراء أنه تم تطوير خدمات السكة الحديد من خلال تطوير وزيادة عربات البضائع بإضافة 133 عربة جديدة، مما أدى إلى زيادة كمية البضائع المنقولة من خلال السكة الحديد إلى 2ر9 مليون طن خلال العامين الماضيين، كما بلغ عدد ركاب السكك الحديدية 533 مليون راكب خلال العامين الماضيين، وتم زيادة عدد الجرارات الحديثة بالسكة الحديد لتصل إلى 100 جرار، و103 عربات ركاب جديدة، وتطوير 134 مزلقان سكة حديد، ليصل إجمالى عدد المزلقانات المُطورة إلى 461 مزلقاناً. 

وأضاف أن قطاع النقل شهد أيضاً إضافة 5ر11كم وعدد 10 محطات لشبكة مترو الأنفاق خلال العامين الماضيين بافتتاح المرحلة الرابعة من الخط الثالث (هارون ـ عدلى منصور) كما زاد عدد رحلات القطارات بشبكة مترو الأنفاق إلى 1ر1 مليون رحلة بإجمالى 1.5 مليار راكب فى السنتين، وبدأ بالفعل تنفيذ مشروع القطار المكهرب الذى يصل إلى العاصمة الإدارية والعاشر من رمضان وبلبيس كما بدأ تنفيذ مشروع المونوريل، وتم توقيع مذكرة التفاهم الخاصة بأول شبكة قطارات فائقة السرعة.

وحول برامج الحماية الاجتماعية، أكد الدكتور مصطفى مدبولي، رئيس مجلس الوزراء، أنه فيما يتعلق بمحور شبكات الأمان الاجتماعى، تولي الحكومة اهتماماً كبيراً بالفئات الأولى بالرعاية، حيث بلغ عدد السكان تحت خط الفقر الذين شملتهم برامج الحماية الاجتماعية 32 مليون مواطن، ما بين برامج الدعم النقدي (ضمان اجتماعي، تكافل وكرامة، وحياة كريمة) واستفادت أكثر من 6ر3 مليون أسرة فقيرة من برامج الدعم النقدي، ووصل عدد أصحاب المعاشات والمستحقين إلى 10 ملايين مواطن خلال العامين الماضيين.

وأضاف أنه تم تطوير 44 مؤسسة و نحو 600 حضانة و236 مؤسسة رعاية تأهيل ذوى الإعاقة، ضمن برنامج الحماية الاجتماعية وتطوير 4 مراكز استضافة للنساء المعرضات للعنف، وحصل 41 ألف مُسِن على خدمات الرعاية الاجتماعية من خلال مؤسسات الرعاية الاجتماعية خلال العامين الماضيين، كما أتاحت منظومة "أمان" 1017 منفذاً ثابتا ومتحركاً لبيع المواد الغذائية الأساسية بأسعار مخفضة للمواطنين.

وأوضح أنه تم تطوير منظومة الخدمات التموينية بإضافة 1000 منفذ جديد من مشروع "جمعيتي" ليصل عدد المنافذ خلال العامين الماضيين إلى 1900 منفذ، مما ساعد على إتاحة 3800 فرصة عمل، وتم تطوير 225 مكتب تموين ورفع كفاءة منظومة الدعم العيني، وبلغ إجمالى الدعم المالى من صرف الخبز البلدى المدعم 113 مليار جنيه، خلال العامين الماضيين.

وفيما يتعلق بجهود التنمية بصعيد مصر، فقد بلغ إجمالى المشروعات التى تم تمويلها خلال المرحلة الأولى وحتى العام المالى 2019/ 2020 حوالي 2575 مشروعاً، بمحافظتي قنا وسوهاج في مختلف القطاعات الخدمية، ساهمت فى توفير 206 ألف فرصة عمل مباشرة وغير مباشرة، كما أطلق رئيس الجمهورية برنامج حياة كريمة لتحسين جودة الحياة للفئات الأكثر احتياجاً، وتم استهداف 68 قرية في 5 محافظات ضمن المرحلة الأولى من البرنامج باستثمارات تصل إلى نحو مليار جنيه، وقد تم الانتهاء من تنفيذ وبدء تشغيل 400 مشروع من إجمالى 625 مشروعا بالمرحلة الأولى، كما وجه السيد رئيس الجمهورية بتنفيذ مرحلة ثانية لهذا البرنامج فى 50 مركزاً بعدد 20 محافظة وإجمالى 1400 قرية، تضم 18 مليون مواطن.

وأكد رئيس الوزراء أن الدولة سعت جاهدة خلال الفترة الماضية إلى توفير حياة كريمة لكل مصري ومصرية على أرض هذا الوطن، ومن بين المؤشرات الرئيسية الدالة على ذلك توفير دخل لائق للمواطنين، ومن ثم خفض معدل الفقر، ولفت إلى أن نتائج بحث الدخل والانفاق والاستهلاك لعام 2019 /2020 أكدت انخفاض معدل الفقر في مصر لأول مرة منذ عام 1999 أي منذ عشرين عامًا، حيث نشهد الآن انخفاض معدل الفقر إلى 29.7%، مقارنة بنحو 32.5% في عام 2017 / 2018، وهو الأمر الذي تحقق في جميع المناطق الجغرافية في ربوع مصر. 

وفيما يتعلق بالمحور الثالث من محاور برنامج عمل الحكومة، والخاص بالتنمية الاقتصادية ورفع كفاءة الأداء الحكومى، أشار رئيس الوزراء إلى أن الكومة نجحت في تنفيذ 100% من برنامج الإصلاح الاقتصادى، وسجل عجز الموازنة تراجعاً من 7ر9% إلى 9ر7% من الناتج المحلى الإجمالى، مضيفاً أن الإجراءات التى اتخذتها الحكومة ساهمت فى تقليل أثر التباطؤ فى معدل النمو الاقتصادى فى ظل الظروف والأزمات وأخطرها أزمة فيروس كورونا، حيث حافظت بعض الأنشطة الاقتصادية على معدلات نمو إيجابية رغم الأزمة، كما بلغت الاستثمارات الحكومية حوالى 324 مليار جنيه خلال العامين الماضيين، ونتج عن الاستثمارات العامة التى تم توجيهها خلال السنوات الماضية الانتهاء من تنفيذ أكثر من 7320 مشروعاً بالكامل منذ إطلاق برنامج الحكومة فى يوليو 2018 حتى نهاية ديسمبر 2019 بتكلفة استثمارية تقدر بنحو 591 مليار جنيه في سنة ونصف.

ونوه رئيس الوزراء إلى أن السياسات التنموية التى انتهجتها الحكومة لإحتواء الضغوط التضخمية نجحت في تخفيض معدل التضخم السنوى، حيث وصل إلى 7ر5%، وهو أدنى مستوى له منذ 14 عاماً، كما تمت السيطرة على أسعار السلع الغذائية، إلى جانب زيادة الإنتاج والمعروض من السلع الاستراتيجية فى الأسواق، لافتاً إلى أن النواب ولاشك قد لمسوا جميعاً أنه في ظل جائحة كورونا، لم تحدث أزمة في أي سلعة، وحافظت الحكومة على أسعار السلع دون زيادة.

وتناول الدكتور مصطفى مدبولى الجهود الخاصة بتوفير الموارد التمويلية لجهود التنمية، موضحاً أنه تم عمل إصلاحات كبيرة فى مجال تحسين كفاءة التحصيل الضريبى والجمركي، ومنها التوسع فى برامج دمج القطاع غير الرسمى فى الاقتصاد الوطنى، مشيراً إلى أن عدد الشركات والمؤسسات التى تم دمجها خلال العامين الماضيين بلغت 438 ألف شركة، كما تم التصالح فى 2808 قضية ضريبية، فيما بلغ عدد الممولين المسجلين 7ر9 مليون مُمول ضمن جهود توسيع القاعدة الضريبية، مضيفاً أن حجم التمويل التنموى الخارجى حالياً يمثل 25% من إجمالى التمويل الخارجى، ويتميز بشروطه الميسرة من حيث أن سعر الفائدة منخفض، ومتوسط مدة سداد تصل إلى 18 سنة، ومتوسط فترة سماح تصل إلى 5 سنوات، مؤكداً أن الحكومة نجحت فى الحصول على 10 مليارات دولار كتمويل تنموى فى عام 2020، قائلاً: " لقد اتضح أن نسبة 82% من المشروعات التى تمول بقروض تنموية عام 2020 تسير بشكل جيد وجار مراجعة ودفع التنفيذ بالمشروعات المتبقية (18%)". 

وفي إطار توسيع قاعدة التمويل بالمشاركة مع الصناديق السيادية الإقليمية والدولية، أشار رئيس الوزراء فى كلمته إلى أنه تمت الموافقة على قانون صندوق مصر السيادى فى أغسطس 2018، وحقق الصندوق فى نوفمبر 2019 أول استثمار خارجى ضخم بعد الإعلان عن تأسيس منصة استثمارية استراتيجية مشتركة بين مصر والإمارات بقيمة 20 مليار دولار، ودخل صندوق مصر السيادى التصنيف العالمى للصناديق السيادية ليحتل المرتبة الـ 43 عالمياً.

وفى مجال التوسع فى تمويل المشروعات بنظام المشاركة بين القطاعين العام والخاص، أوضح رئيس الوزراء أنه تم طرح 3 مشروعات خلال العامين الماضيين (الميناء الجاف بالسادس من أكتوبر، ومشروع المبنى الجديد لجامعة عين شمس بالعبور، ومشروع تنفيذ 24 مدرسة جديدة) بقيمة استثمارية إجمالية تقدر بنحو 2.6 مليار جنيه.

وأضاف الدكتور مصطفى مدبولى، فى كلمته أن صافى حجم الاستثمار الأجنبى المباشر بلغ مؤخراً بالرغم من الظروف الصعبة أكثر من 14 مليار دولار، حيث تم تأسيس أكثر من 44 ألف شركة جديدة منها 6755 شركة للمستثمرين الأجانب برؤوس أموال مصدرة 3ر8 مليار دولار و37653 شركة لمستثمرين مصريين برؤوس أموال مصدرة 1ر7 مليار دولار، كما تم توجيه استثمارات بقيمة أكثر من 10 مليارات جنيه لإقالة المشروعات المتعثرة وبطيئة التنفيذ خلال العامين الماضيين، منها نحو 4 مليارات جنيه ساعدت فى الانتهاء من تنفيذ 21 مشروعاً فى الفترة من يوليو 2018 حتى يونيو 2020.

وفيما يتعلق بملف دعم الاستثمار فى مصر، أوضح رئيس الوزراء أنه تم إطلاق بوابة إلكترونية حكومية موحدة للمستثمرين وخدمات الحجز الالكترونى للأراضى، حيث تم الانتهاء من تجميع كل الخرائط الاستثمارية والصناعية فى خريطة موحدة على مستوى الجمهورية، لافتا إلى أنه فى إطار جهود الحكومة لتعميق التصنيع المحلى والإحلال محل الواردات تم إنشاء 5 مجمعات صناعية لخدمة الصناعات المتوسطة والصغيرة، وكذا إنشاء 2292 وحدة بالمجمعات الصناعية صديقة البيئة وفرت أكثر من 10 آلاف فرصة عمل وإصدار نحو 19 ألف رخصة صناعية.

وحول جهود الحكومة فيما يتعلق بنسب التشغيل فى محور تنمية المشروعات المتوسطة والصغيرة ومتناهية الصغر، أشار رئيس الوزراء إلى أن عدد المستفيدين من تلك المشروعات وصل إلى أكثر من 3ر2مليون شخص من أنشطة التشغيل خلال عام 2018 وحتى 2020، ( وكان المستهدف 6ر3 مليون فرصة عمل حتى نهاية البرنامج)، منوهاً فى هذا الصدد إلى أنه تم توفير تمويل للمشروعات المتوسطة والصغيرة ومتناهية الصغر بلغ حوالى 10 مليارات جنيه، لـ 409 آلاف مشروع وفرت نحو 670 ألف فرصة عمل.

وفيما يتعلق بجهود الدولة لتمكين الفئات الأولى بالرعاية، أوضح رئيس الوزراء أنه تم توفير تمويل بحوالى 8 مليارات جنيه لنحو 77 ألف مشروع، وفرت 490 ألف فرصة عمل، وبلغ رصيد حجم أرصدة التمويل متناهى الصغر حوالى 2ر17مليار جنيه، استفاد منها 1ر3 مليون مستفيد، كما بلغ حجم قروض التمويل الممنوحة لصغار الفلاحين لمشروع إحياء البتلو حوالى 1.5 مليار جنيه فى الفترة من 2018 حتى2020، ووجه السيد الرئيس بمضاعفة هذا الرقم، الذي يتجاوز حالياً 4 مليارات جنيه.

وتطرق رئيس الوزراء إلى معدل البطالة، قائلاً: أنه انخفض إلى 7ر7% فى الربع الثالث من عام 2019 /2020 إلا أنه ارتفع بسبب جائحة كورونا ليصل إلى 9.6%، ولكن بفضل الإجراءات التي اتخذتها الحكومة استطاعنا أن نعود مرة أخرى إلى 3ر7% فى الربع الرابع من العام ذاته، مشيراً كذلك إلى أن 3771 شركة استفادت من برنامج رد أعباء التصدير بمخصصات بلغت 30 مليار جنيه، فيما بلغت قيمة الصادرات السلعية غير البترولية أكثر من 50 مليار دولار.

وفيما يتعلق بملف فض التشابكات المالية بين الجهات المختلفة، أشار رئيس الوزراء إلى أن الحكومة تصدت لأول مرة لهذا الملف، ونجحت في فض تشابكات مالية بإجمالى 510 مليارات جنيه بين وزارة المالية، وكل من الهيئة العامة للتأمينات والمعاشات ووزارتى البترول والكهرباء، وتم سداد أكثر من 330.5 مليار جنيه للهيئة العامة للتأمينات والمعاشات و 180 مليار جنيه تم فضها بين البترول و الكهرباء.

 وحول جهود رفع كفاءة الأداء الحكومى، أشار الدكتور مصطفى مدبولى إلى أنه جار استكمال عملية الإعداد للانتقال إلى العاصمة الإدارية الجديدة، وذلك فى ضوء خطة متكاملة لتطوير الجهاز الإدارى للدولة، بما يحقق رفع كفاءة الأداء فى جميع المجالات، والتى تتضمن تطوير وميكنة الخدمات الحكومية المقدمة للمواطنين، وتحديث البنية المعلوماتية للجهاز الإدارى، وبناء وتنمية قدرات العاملين بالجهاز الإدارى، معتبراً أن ذلك يعد ثورة حقيقية في حد ذاتها، وهو التعامل مع مشاكل وتحديات الجهاز الإداري للدولة، والعمل على إصلاحه، بحيث نصل إلى ميكنة كاملة للخدمات التي تقدمها الحكومة، لافتاً إلى أنه جار تنفيذ إعادة هيكلة للوزارات فى إطار عملية الانتقال للعاصمة الإدارية، فضلاً عن أنه يتم تنظيم دورات تدريبية استفاد منها أكثر من 42 ألف موظفا حكوميا.

وفى إطار مساعى الحكومة لتطوير الأداء الحكومى والمؤسسى ومواجهة الفساد، أوضح رئيس الوزراء أنه تم تطوير 1008 مكاتب صحة لاستدامة تسجيل المواليد والوفيات، وميكنة 1675 وحدة تطعيم، كما طبقت 50 محكمة منظومة إلكترونية لإدارة ملفات القضايا المدنية فى 7 محافظات، فيما تم رفع كفاءة 9 مقار لمصلحة الطب الشرعي، كما ساهمت ميكنة وتطوير الخدمات المقدمة للمصريين بالخارج فى استفادة 5ر3 مليون مواطن، منوهاً كذلك إلى أن وزارة الداخلية استحدثت منظومة لاستخراج مصدرات قطاع الأحوال المدنية من خلال ماكينات ذكية، وفى إطار تطوير الخدمات المرورية تم تركيب أكثر من 3 ملايين ملصق إلكترونى على مختلف المركبات.

وفيما يتعلق بالتوجه نحو التحول الرقمى، تناول رئيس الوزراء الجهود المبذولة فى هذا الصدد، مشيراً إلى أنه يتم تنفيذ منصات رئيسية للمدفوعات، وحصر أملاك الدولة، والمعلومات الجغرافية، بما يساعد على مكافحة الفساد ومراقبة أداء الجهات الحكومية المختلفة.

 وحول المحور الرابع، من محاور برنامج عمل الحكومة، والخاص ببناء الإنسان المصرى، أشار رئيس الوزراء فى كلمته إلى أنه فيما يتعلق بترسيخ الهوية الثقافية والحضارية، فقد تم افتتاح 18 موقعاً ثقافياً في 11 محافظة، وما تضمن ذلك من إنشاءات جديدة ورفع كفاءة وإعادة تطوير بتكلفة مالية قدرها 366 مليون جنيه.

ونوه رئيس الوزراء خلال كلمته إلى أنه تم توفير حوالي 1.35 مليون جهاز لوحي "تابلت" لطلاب الصف الاول الثانوي في جميع محافظات الجمهورية، حيث فعلت وزارة التربية والتعليم آليات التعلم عن بعد، وتم الإعتماد بشكل رئيسي على الوسائل التكنولوجية في العملية التعليمية خلال جائحة كورونا، إلى جانب إنشاء وإحلال وتجديد أكثر من 26 ألف فصل بمختلف المراحل التعليمية، وكذا إنشاء وتجهيز وتشغيل وإدارة 9 مدارس النيل (متوسطى الدخل)، وإنشاء 41 مدرسة مصرية / يابانية، منها 6 مدارس يابانية خلال العام الدراسي 19/2020 (متوسطى الدخل)، وإنشاء11 مدرسة للتكنولوجيا التطبيقية تلبي احتياجات سوق العمل المصري أبرزها فى مجالات الصناعة، التركيبات الكهربائية، إدارة الفنادق، صناعة الحلى والمجوهرات، هذا فضلاً عن توقيع 21 عقد شراكة مع القطاع الخاص في التعليم والتدريب المزدوج وإنشاء مدارس داخل المصانع، ومدارس داخل مزارع.

وفيما يتعلق بجهود الارتقاء بالخدمات المقدمة فى قطاع التعليم العالى، والتوسع فى إقامة الجامعات، أشار رئيس الوزراء إلى صدور قرارات بإنشاء عدد 3 جامعات حكومية جديدة وهي جامعة الوادى الجديد وجامعة مطروح وجامعة الأقصر، وسيكون لدينا جامعة على الأقل في كل محافظة، فيما صدرت قرارات أخرى بإنشاء عدد 8 جامعات خاصة، وهى الحياة، ومايو، واللوتس، وميريت، والسلام، وسفنكس، ورشيد، والمدينة، إلى جانب إنشاء 60 كلية جديدة في الجامعات الخاصة بالمحافظات منها 45 كلية خلال العام المالي 19 2020 لتشمل مختلف التخصصات، ومنها ما يتعلق بالتكنولوجيا الحيوية، والطب البشري، والعلاج الطبيعي، واللغات والترجمة، والهندسة، وإدارة الاعمال، وطب الاسنان.

وتناول رئيس الوزراء ما يتعلق بإنشاء عدد (4) جامعات أهلية جديدة تضم 50 كلية متنوعة وبرامج دراسية تتماشى مع أحدث البرامج التعليمية، ومنها جامعة الملك سلمان الدولية، وجامعة الجلالة، وجامعة العلمين الدولية، وجامعة المنصورة الجديدة، مؤكداً على بدء الدراسة في هذه الجامعات بالعام الجامعي الحالي 2020 /2021، عدا جامعة المنصورة الجديدة، موضحاً أن هذه الجامعات تهدف إلى تحقيق المنافسة العالمية في مجال العلوم والتكنولوجيا وتنمية الثقافة، والحفاظ على الهوية المصرية وتعزيز الروابط مع الدول العربية والأفريقية، مضيفاً أنه تم إنشاء 3 جامعات تكنولوجية فى كل من القاهرة الجديدة، وبنى سويف وقويسنا بهدف تخريج كوادر مهنية فنية فى جميع المجالات، مضيفاً أنه يتم التوسع في هذه النوعية من الجامعات، ونستهدف أن يكون هناك جامعة تكنولوجية في كل محافظة، بالإضافة إلى تنفذ توجيهات الرئيس عبد الفتاح السيسي، رئيس الجمهورية بتنفيذ 15 جامعة أهلية جديدة.

 

وفيما يتعلق بتوفير الرعاية الصحية الشاملة، أشار رئيس الوزراء إلى منظومة التأمين الصحي الشامل الجديدة التى أطلقها السيد رئيس الجمهورية بشكل رسمي بمحافظة بورسعيد في نوفمبر 2019، حيث تغطي حوالي 180 ألف أسرة تحت مظلة التأمين الشامل، مضيفاً فى هذا الصدد أن محافظات إقليم السويس، شهدت تطوير عدد 41 مستشفى ووحدة صحية. 

ولفت رئيس الوزراء إلى أن المرحلة الاولى تشمل 305 وحدات ومراكز لتقديم الرعاية الصحية الأولية المتكاملة التي توفرها حزمة خدمات التأمين الصحي الشامل وهو المستوى الأول الذى ينتفع به المؤمن عليه ويركز هذا المستوى بالجانب الوقائي والإحالة وتعزيز الصحة ومكافحة انتشار المرض، بالإضافة إلى 50 مستشفى لتقديم الخدمات الصحية الخاصة بالمستوى الثاني والثالث والتي يتم إحالة المرضى إليها من المستوى الأولى ويتم فيها التشخيص للمرض وإعادة التأهيل للحالات المرضي.    

وأشار رئيس الوزراء إلى أنه تم إنشاء وتطوير وتجهيز 26 مستشفى بمحافظات الاسماعيلية وبورسعيد والاسكندرية والقليوبية والقاهرة والجيزة وكفر الشيخ واسيوط والاقصر والبحيرة والمنيا وجنوب سيناء منها 6 مستشفيات منشأة جديدة، فضلاً عن إضافة عدد 1156 سريراً بالمستشفيات الحكومية والمستشفيات التابعة للأمانة العامة للمراكز الطبية المتخصصة .

ونوه رئيس الوزراء إلى أنه في إطار مبادرة السيد رئيس الجمهورية للقضاء على فيروس سى والكشف على الأمراض غير السارية بحملة " 100 مليون صحة "، فإنه تم فحص أكثر من 50 مليون مواطن على مستوى الجمهورية، منهم مليون مواطن مصاب وتم صرف العلاج لهم، كما تم إطلاق مبادرة للكشف والمسح المبكر عن فيروس سي لطلاب المدارس الاعدادية والثانوية على مستوى الجمهورية، حيث وصل اجمالى ما تم فحصه فى المدارس الثانوي إلى نحو 316 ألف طالب، منهم 7133 حالة ايجابية، وتلقى العلاج 6692 طالب منهم، وفيما يخص طلاب المدارس الإعدادية، فقد تم فحص نحو 3807260 طالب، نتج عن ذلك 4710 طالب إيجابي منهم، تم علاجهم.

 

وحول الإشادات الدولية بالجهود الحكومية لمواجهة كورونا، وخاصة ما يتعلق بالنمو في مصر بشكل عام، أشار رئيس الوزراء إلى ما أورده تقرير "فيتش" الصادر لعام 2020 على النظرة التفاؤلية التي توليها المؤسسة لمصر بالمقارنة بمعظم الأسواق الناشئة الأخرى، حيث أوضح أن مصر تعد واحدة من الأسواق الناشئة القليلة التي يُتوقع أن يستمر بها الناتج المحلي الإجمالي الحقيقي في الارتفاع خلال عامي 2020 و2021.

ونوه رئيس الوزراء إلى التقرير الصادر عن "هيئة الأمم المتحدة للمرأة" و"برنامج الأمم المتحدة الإنمائي" بشأن "الاستجابات المُستندة للنوع" في إقليم شمال أفريقيا وغرب آسيا، والذى انتهى إلى أن مصر هي الدولة الوحيدة في الإقليم التي سجلت استجابة شاملة، بتدابير تغطي على الأقل ثلاثة أبعاد (الأمن الاقتصادي، والرعاية غير مدفوعة الأجر، والعنف ضد المرأة)؛ حيث احتلت مصر المرتبة الأولى من حيث عدد التدابير المساندة للمرأة خلال الجائحة (بإجمالي 21 استجابة)، فيما احتلت مصر المركز الثاني إفريقيًّا والرابع عربيًّا، وذلك في مؤشر التعافي الاقتصادي من جائحة كورونا الصادر عن مجموعة هوريزون الأمريكية في سبتمبر 2020.

وقال رئيس الوزراء خلال كلمته: " أود أن أشير إلى أنه رغم الظروف التى يمر بها العالم والتى تتمثل فى الآثار السلبية لتداعيات فيروس كورونا، فقد استطاع الاقتصاد المصرى الصمود والتعافى فى وجه هذه الظروف وتحقيق معدل نمو إيجابى (ثانى دولة على مستوى العالم تحقق معدل نمو إيجابى) أشادت به الكثير من المؤسسات المالية العالمية، هذا فى الوقت الذى حققت فيه الغالبية العظمى من دول العالم معدلات نمو سالبة ، وانهارت أنظمتها الصحية أمام جائحة كورونا".

وأكد الدكتور مصطفى مدبولى أن الحكومة المصرية لازالت تواجه الكثير من التحديات، قائلا: "ونحن لا نألو جهداً فى سبيل التصدى لهذه التحديات"، مضيفا أن الحكومة تواجه تحديات بعضها يعود لـ 50 سنة مالية، وتصدينا لملفات صعبة، كان من الأسلم أن نغض الطرف عنها، ولكن وضعنا نصب أعيننا أن نحل مشكلات قديمة بمنتهى الشجاعة، كانت تكبد الدولة المصرية مبالغ كبيرة.

  وأشار رئيس الوزراء إلى أن الحكومة لديها رؤية وبرنامج عمل للسنوات الثلاث القادمة تتمثل أهم أهدافه فى الاستمرار فى تحقيق معدلات نمو اقتصادى مرتفعة والعودة إلى معدلات النمو ما قبل كورونا، وتحسين المؤشرات المالية والاقتصادية والاجتماعية من خلال مشروعات قومية محددة، وجه بتنفيذها الرئيس عبد الفتاح السيسي، رئيس الجمهورية، منها تطوير جميع القرى المصرية خلال ثلاث سنوات، بتكلفة اجمالية 500 مليار جنيه، وتطهير الترع بطول 20 ألف كيلو متر، وتحديث نظم الرى لـ 4 ملايين فدان، إلى جانب تطوير المدن القائمة بالكامل، واستصلاح أكثر من مليون فدان جديدة، والانتهاء من تطوير شبكة السكك الحديدية القائمة، وإنشاء شبكة جديدة بالكامل تعتمد على أحدث التقنيات الفنية، وتوطين صناعة السيارات الحديثة ( الغاز، الكهرباء)، وكذا دعم الصناعة الوطنية وزيادة حجم الصادرات المصرية .

وشدد رئيس الوزراء فى ختام كلمته على أن التحدى الحقيقى مع استمرار النمو السكانى هو أن نعمل معاً على استمرار تحقيق معدلات النمو المرتفعة والحفاظ على معدلات التضخم المنخفضة وتقليل البطالة وتحسين نسب الفقر وانضباط الأداء المالى للموازنة العامة للدولة.

وتناول رئيس الوزراء جهود الحملة الخاصة بالكشف الطبي على طلاب المدارس الابتدائية، واسفرت عن فحص نحو 10.7 مليون طالب، منوهاً كذلك إلى ما تم فى إطار مبادرة السيد رئيس الجمهورية لدعم صحة المرأة المصرية، حيث تم فحص حوالي 4.6 مليون سيدة في 20 محافظة منذ بدء المبادرة في يوليو 2019، منهم 4000 سيدة تم اكتشاف المرض لديهن وجار متابعتهن للعلاج، مضيفاً أنه تم إجراء حوالي 470 ألف عملية ضمن مبادرة القضاء على قوائم الانتظار، منها جراحات قسطرة القلب، والرمد، وقواقع الأذن، مفاصل العظام، فيما اقترب عدد المستفيدين بالعلاج على نفقة الدولة من 3 ملايين مواطن خلال الفترة الماضية.

من ناحية أخرى، وفيما يتعلق بسياسة مصر الخارجية، أكد رئيس الوزراء على مواصلت الدبلوماسية المصرية جهودها في الدفاع عن المصالح والثوابت المصرية حيث تم التحرك بفاعلية فيما يتعلق بالأزمة الليبية وأزمة سد النهضة وكذا على المستوى الافريقي فيما يتعلق برئاسة مصر للاتحاد الافريقي، مشيراً إلى أن تلك الجهود جاءت فى إطار الحفاظ على سياسات متوازنة مع كل القوى العالمية، وبما يحقق مصلحة مصر، ويحافظ على مكانتها الدولية، إلى جانب ضمان أمن واستقرار منطقة الخليج العربى، وتبنى موقف صريح وحاسم فى شأن القضايا المثارة بالدول العربية التى تشهد صراعات سياسية وعسكرية، فضلاً عن ضمان تحقيق الأمن القومى فى المحيطين الإقليمى والإفريقى، والعمل على تفعيل دور مركز القاهرة الدولى لتسوية النزاعات وحفظ وبناء السلام.

وتناول رئيس الوزراء فى كلمته جهود الحكومة لمواجهة جائحة فيروس كورونا، مشيراً إلى أن مجلس الوزراء أصدر عدداً من القرارات ضمن سياسة الحكومة للحفاظ على صحة وأرواح المواطنين، وفي الوقت نفسه الحفاظ على استمرار عجلة الاقتصاد المصري في الدوران، وباعتراف العالم كله، فإن مصر كانت من أفضل الدول التي تعاملت مع هذه الأزمة، منوهاً إلى أنه تم ضخ 11 مليار جنيه لدعم القطاع الطبي وتلبية الاحتياجات المُلحة، وتخصيص 2.8 مليار جنيه لزيادة بدل المهن الطبية بنسبة 75%، فضلا عن اعتماد 400 مليون جنيه سنويا لتعيين الكوادر الطبية اللازمة لدعم القطاع الصحي في مواجهة فيروس "كورونا"، إلى جانب تفعيل عمل 340 مستشفى عامة ومركزية لتقديم الخدمة الطبية لمصابي "كورونا"، فيما تم الانتهاء من تحويل وتطوير 77 مستشفى حميات وصدر إلى مستشفيات عزل، وكذا تخصيص 31 مستشفى جامعيا للعزل الصحي والعلاجي، بالإضافة إلى وضع عدد من مراكز وبيوت الشباب والمدن الشبابية أمام تصرف وزارة الصحة، للتعامل مع الأزمة.

وأكد رئيس الوزراء على أنه فى إطار التعامل مع تداعيات أزمة فيروس كورونا، فقد تم توفير احتياطات آمنة، وأرصدة كافية من السلع لعدة شهور، حيث كان المخزون الاستراتيجي من القمح والأرز والسمن والمكرونة يكفي لمدة تتراوح من 4- 6 أشهر، بينما كان المخزون الاستراتيجي من السكر والزيت واللحوم والدواجن يكفي أكثر من 6 أشهر، وأتاحت وزارة المالية 16 مليار جنيه لتمويل شراء القمح المحلي والذي بلغ نحو 3.48 ملايين طن خلال موسم التوريد المُنقضي، كما تم حظر استيراد السكر الأبيض والخام لمدة 3 أشهر لحماية المنتج المحلى، مشيراً فى هذا إلى ما أطلقته وزارة الداخلية من المرحلة الثانية عشر من مبادرة "كلنا واحد" بعدد 776 فرع تابعة لعدد 18 سلسلة تجارية، فضلاً عن مشاركة المنافذ الثابتة والمتحركة التابعة للقوات المسلحة.

وأكد رئيس الوزراء أنه في ضوء جهود التخفيف من تداعيات الأزمة على المواطن المصري، فقد قامت الحكومة بتخصيص 100 مليار جنيه لتمويل خطة الدولة لمواجهة تداعيات الفيروس، فضلا عن توفير تمويل بقيمة 50 مليار جنيه للقطاع السياحي، تم تخصيص 50 مليار جنيه لمبادرة التمويل العقاري لمتوسطي الدخل، وتدبير 20 مليار جنيه لدعم وتحفيز البورصة المصرية، والمساهمة في إنعاش السوق، وكل هذا بالتنسيق الكامل والتعاون مع البنك المركزى المصرى.

كما قامت الحكومة بزيادة أجور العاملين والموظفين بالدولة خلال موازنة العام المالي 2020/ 2021، وكذا زيادة حد الإعفاء الضريبي من 8 آلاف جنيه إلى 15 ألف جنيه، وإقرار إعفاء شخصي بقيمة 9 آلاف جنيه سنوياً للعاملين، إلى جانب ضم القطاع الزراعي لمبادرة الـ 100 مليار جنيه، وتخصيص التمويل المدعم للمزارعين، كما تم تمديد الجدول الزمني لرفع دعم الكهرباء لتخفيف الأعباء عن كاهل المواطنين، وإعفاء المشروعات الاستثمارية المُقامة بنظام حق الانتفاع داخل مراكز الشباب من جميع المدفوعات الخاصة بالقيم الإيجارية لحين عودة الأنشطة.

وقال رئيس الوزراء أنه تم إضافة أكثر من ١٤٢ ألف أسرة جديدة من الفئات الأولى بالرعاية لبرنامج "تكافل وكرامة"، فيما بلغ إجمالي الخدمات والإعانات المقدمة من وزارة التضامن الاجتماعي والجمعيات والمؤسسات الأهلية نحو 20 مليون خدمة بتكلفة إجمالية تجاوزت 1.7 مليار جنيه، واستفاد منها نحو 64 مليون مواطن.

وأضاف رئيس الوزراء أن البنك المركزي المصري اتخذ عدداً من الإجراءات لمواجهة الآثار الاقتصادية لفيروس "كورونا"، منها تأجيل الاستحقاقات الائتمانية لمدة 6 أشهر، وإلغاء الرسوم والعمولات على السحب من ماكينات الصراف الآلية، وقرار إعفاء التحويلات المحلية بالجنيه المصري لمدة 3 أشهر من كافة العمولات والمصروفات، وتم تعديل الحدود القصوى لحسابات الهاتف المحمول والبطاقات المدفوعة مُقدما، فضلا عن إطلاق مبادرة للعملاء غير المنتظمين في السداد من الأفراد الطبيعيين.

منوهاً إلى أن الاجراءات تضمنت كذلك قيام وزارة المالية بتدبير ٥ مليارات جنيه دعماَ لقطاعي السياحة والطيران باعتبارهما القطاعين الأكثر تضرراً، وكذا إقرار إعفاء كافة "البازارات" و"الكافيتريات" في المواقع الأثرية من سداد الإيجارات لحين عودة حركة السياحة إلى طبيعتها، والسماح لاحقاً بتشغيل الفنادق بنسبة إشغال 50%، بشرط الحصول على شهادة السلامة الصحية، لتشغيل هذا القطاع الذى سبق أن توقف بالكامل، مشيراً إلى أنه تنفيذًاً لتكليفات السيد رئيس الجمهورية؛ فقد تم صرف منحة استثنائية بمبلغ 1500 جنيه للمتضررين مُقسمة على ثلاث دفعات، من خلال 4000 مكتب بريد على مستوى الجمهورية، وقيام صندوق إعانات الطوارئ للعمال بوزارة القوى العاملة بصرف مرتبات العمالة المنتظمة للعاملين في القطاعات المتضررة.

كما حرصت الحكومة على تخفيف العبء عن المُصنعين ومجتمع الأعمال، حيث تم تخصيص 10 مليارات جنيه إضافية لسداد مستحقات المقاولين والموردين، وتم تدبير 3 مليارات جنيه إضافية لسداد مستحقات برنامج دعم الصادرات، كما تم خفض سعر الغاز والكهرباء للصناعة، وتأجيل سداد الضريبة العقارية على المصانع لمدة 3 أشهر، كما قامت الحكومة بدعم من مجلس النواب، باستصدار مجموعة من القوانين والقرارات لمواجهة تداعيات الأزمة، من بينها قرار رئيس الوزراء برفع كفاءة الإنفاق الحكومي، وترشيد الإنفاق العام، كما حرصت الحكومة على التنسيق مع شركاء التنمية، بما يُسهم في التغلب على تحديات فيروس "كورونا"، ودعم قطاعات ومشروعات الدولة ذات الأولوية، بالإضافة إلى توفير التمويل اللازم للقطاع الخاص.

ونوه رئيس الوزراء إلى الجهود المبذولة لعودة أبنائنا من الخارج، مشيراُ إلى نجاح الحكومة خلال فترة الأزمة في تأمين عودة أكثر من 30 ألف مواطن مصري من الخارج، قدموا من حوالي 100 مدينة من مختلف دول العالم.

With regard to water security, Dr. Mostafa Madbouly explained that the government has set its sights on how to conserve every drop of water, and thus it has been keen to establish and expand 53 improved bilateral and triple treatment plants for wastewater in the governorates (Assiut - Aswan - Fayoum - Minya - Beni Suef - Sohag. With regard to energy security, the Prime Minister affirmed that remarkable achievements have been made that have resulted in the provision of electric and gas energy for domestic and industrial consumption and all activities, after we achieved self-sufficiency from them, and 2790 megawatts of thermal generation capacity were added with investments exceeding 24 billion pounds, and 2121 megawatts of Renewable energies with investments of about 1.8 billion pounds, in addition to investments carried out by the private sector, which contributed to bringing the percentage of installed capacity of renewable energy to the maximum load, which is about 18.2%.

He pointed out that the World Bank Group announced, in 2019, that the solar energy generation project in Benban, Aswan, won the annual award for the best distinguished projects in the world, and 32 stations with a capacity of about 1500 megawatts have been fully completed, in cooperation with the private sector, as the sector's investments have reached Private about 2 billion dollars.

The Prime Minister added that more than 3.7 million prepaid smart meters have been installed, and the first phase of the electrical interconnection line between Egypt and Sudan was commissioned in April 2020, with a capacity of 80 megawatts, and the second phase aims to raise the transferred capacity to 240 megawatts and operate it in a year. 2021.

He emphasized that the value of the investments that were pumped into the field of research, development and operation of petroleum wealth amounted to about 11 billion dollars in addition to 50 million dollars the value of investments in oil and gas in the southern valley, and a number of projects were also implemented to increase storage capacity for petroleum products and provide a strategic stock of them. Dr. Mustafa Madbouly explained that self-sufficiency in natural gas has been achieved, and the needs of the local market for gas have been covered for the various sectors of the state, and natural gas has been delivered to 2.3 million housing units, an increase of 15% over the numbers planned to be implemented (note that gas has been delivered to 141 areas. In the field of slum development, Dr. Mustafa Madbouly explained that the target was to complete 80,000 housing units and develop 1100 random markets, and 159 unsafe areas were developed through the establishment of 85,500 housing units, and the size of the beneficiaries of developing unsafe areas reached about 342,000 citizens. In addition, 1390 random markets were developed, and 83.3 thousand household sanitation connections were implemented, benefiting 431 villages, bringing the size of beneficiaries to 908 thousand beneficiaries.
