القرارات :
- وافق مجلس الوزراء على مشروع قانون بتعديل بعض أحكام القانون رقم 277 لسنة 1959 في شأن نظام السفر بالسكك الحديدية، وذلك لتنظيم ظاهرة الباعة الجائلين داخل محطات السكك الحديدية وعلى الأرصفة، وداخل القطارات، للحد من انتشارها بشكل عشوائي.
ونص مشروع القانون على استحداث تجريم بعض الأفعال من قبل الباعة الجائلين التي من شأنها زيادة تلك الظاهرة، وإضافتها إلى المادة 10 مكرراً من القانون المشار إليه، وهي قيام الباعة الجائلين بممارسة أعمال البيع داخل القطارات بكافة درجاتها، أو القيام ببيع السلع والمنتجات أياً كان نوعها بالمحطات سواء على الأرصفة أو داخل مُنشأة المحطة دون تصريح من الهيئة القومية لسكك حديد مصر بذلك، أو بخلاف الشروط والقواعد التي تضعها الهيئة.
وشدد مشروع القانون العقوبة على من يرتكب الأفعال المُستحدثة سالفة الذكر، لتكون العقوبة الحبس مدة لا تقل عن سنة ولا تزيد على سنتين، وبغرامة لا تقل عن ألف جنيه، ولاتزيد على 10 آلاف جنيه، أو بإحدى هاتين العقوبتين، مع عدم الإخلال بأية عقوبة أشد ينص عليها قانون العقوبات أو أي قانون آخر.
- وافق مجلس الوزراء على مشروع قانون بشأن إصدار قانون نقابة التكنولوجيين، والذي يأتي في إطار العمل على تنظيم مهنة التكنولوجيين، وجمع الخريجين تحت مظلة نقابية تعمل على تعزيز مكانتهم في سوق العمل، وإرساء الثقة بين أعضائها، وصقلهم بالمهارات والمعارف والتقاليد اللازمة، إلى جانب فتح قنوات اتصال مباشرة مع مختلف الجهات ذات الصلة؛ بهدف التسويق لهذه الفئة والتعريف بها، والحفاظ على مهنتهم وتطويرها، والعمل على إعانتهم، وتقديم الخدمات الاجتماعية والصحية لهم.
وورد مشروع القانون في سبعة فصول، واثنتين وسبعين مادة موضوعية، حيث نصت مواد الإصدار على أن يُصدر رئيس مجلس الوزراء بعد موافقة المجلس، قراراً بتشكيل لجنة مؤقتة من أحد عشر عضواً من أساتذة الجامعات، أو المجمعات، أو الكليات التكنولوجية ذوي الخبرة في المجال التكنولوجي، تتولى مباشرة إجراءات تأسيس نقابة التكنولوجيين، بما في ذلك فتح باب القيد والتحقق من توافر شروط العضوية، ويكون للجنة رئيس ووكيلان وأمين صندوق، ولا يجوز لأعضاء هذه اللجنة المؤقتة الترشح لعضوية أول مجلس للنقابة.
فيما نصت المواد الموضوعة لمشروع القانون على الأهداف، التي تسعى النقابة إلى تحقيقها، والتي من بينها العمل على تعزيز مكانة التكنولوجيين، والارتقاء بالمستوى المهني لهم وفقا لضوابط ومعايير مهنية ملزمة، وذلك على نحو ما تحدده اللائحة الداخلية، والحفاظ على كرامة المهنة والدفاع عن المشتغلين بها ومتابعة الالتزام بتقاليد المهنة وآدابها ومبادئها، إلى جانب العمل على تطوير وتحسين أداء الأعضاء لمواكبة التطور التكنولوجي، وتشجيع وتعزيز الابتكارات والتحسينات في المجالات التكنولوجية المختلفة ونشر المهارات والمعارف من خلال دعم وتعزيز البحوث التطبيقية والأعمال التجريبية، والعمل على نشر الوعى التكنولوجي، ودعم الخريجين بالتدريبات والدورات المطلوبة لتطوير الخريجين، مهنياً وعلمياً.
إلى جانب المشاركة والمساهمة في تخطيط وتطوير البرامج التعليمية التكنولوجية وأساليب التدريب المختلفة، وذلك من خلال مواكبة متطلبات سوق العمل المحلى والدولي، كما تهدف النقابة إلى الاهتمام بالنواحي الاجتماعية والمادية والصحية للأعضاء وتنمية روح الإخاء والتعارف بينهم، وتقديم الخدمات الاجتماعية والاقتصادية والصحية لهم ولأسرهم.
ونص مشروع القانون على شروط العضوية والقيد في جداول النقابة، والحالات التي تنتهى بها العضوية في النقابة، كما نص المشروع على الأجهزة التي تتكون منها النقابة سواء الجمعية العمومية أو مجلس النقابة، والاختصاصات المتعلقة بتلك الأجهزة، وما يشترط فيمن يترشح لشغل منصب النقيب أو الوكيل للنقابة.
كما نص مشروع القانون على النظام المالي للنقابة وصندوق المعاشات والإعانات، والواجبات والالتزامات التي تجب على الاعضاء، وكذا النظام التأديبي الذى يقع على عضو النقابة الذى يُخل بواجبات وآداب وتقاليد مهنته أو يمتنع عن تنفيذ قرارات الجمعية العمومية أو قرارات مجلس النقابة.
- وافق مجلس الوزراء على مشروع قرار رئيس الجمهورية، بشأن إعادة تخصيص مساحة 163,78 فدان من الأراضي المملوكة للدولة ملكية خاصة، ناحية محافظة دمياط، لصالح هيئة ميناء دمياط، وذلك نقلا من الأراضي المخصصة لهيئة المجتمعات العمرانية.
- وافق مجلس الوزراء على اعتماد القرارات والتوصيات الصادرة عن اجتماع اللجنة الهندسية الوزارية المنعقدة بتاريخ 9/2/2021، بشأن الإسناد للشركات أو زيادة أوامر الإسناد لاستكمال الأعمال؛ وذلك للاستفادة من الاستثمارات التي تم إنفاقها لعدد 51 مشروعا، بحيث تكون الجهات الطالبة هي المسئولة عن مناسبة الأسعار.
- وافق مجلس الوزراء على طلب وزارة التربية والتعليم والتعليم الفني شراء قطعة أرض تبلغ مساحتها 4198.9 م2 بحي المرج، محافظة القاهرة، من الشركة القابضة للتشييد والتعمير، وهي إحدى شركات قطاع الأعمال العام؛ وذلك لإنشاء مدرسة للتعليم الأساسي عليها.
- وافق مجلس الوزراء على طلب وزارة التعليم العالي والبحث العلمي، الخاص بشراء أجهزة علمية لصالح كل من كلية العلوم ومركز التميز للبنوك والحلول الجينية والمعلوماتية للأورام بكلية الطب بجامعة عين شمس؛ وذلك في إطار دعم الجهات البحثية والعلمية بالأجهزة اللازمة التي تمكنها من أداء دورها المنوط بها، من خلال الاستفادة من الأجهزة التكنولوجية الحديثة.
- وافق مجلس الوزراء على مشروع قرار بشأن نقل تبعية بعض المنشآت الصحية بمحافظتي الأقصر والإسماعيلية، من الجهات التابعة لوزارة الصحة والسكان، إلى الهيئة العامة للرعاية الصحية.
ونص مشروع القرار على أن يؤول إلى الهيئة العامة للرعاية الصحية، عدد من الأصول العلاجية من المستشفيات ووحدات الرعاية الأولية، ومراكز طب الأسرة، الكائنة في نطاق محافظتي الأقصر، والإسماعيلية، وذلك نقلاً من الجهات التابعة لوزارة الصحة والسكان.
كما نص مشروع القرار على أن تتولى الهيئة العامة للرعاية الصحية اتخاذ الإجراءات اللازمة لتأهيل الأصول المحددة في نطاق المحافظتين، وفقاً لمعايير الجودة والاعتماد التي تقرها الهيئة العامة للاعتماد والرقابة الصحية، وذلك خلال 3 سنوات من تاريخ دخول محافظتي الأقصر والإسماعيلية في نظام التأمين الصحي الشامل.,,
كما أحيط مجلس الوزراء بمستجدات موقف تنفيذ قرار رئيس مجلس الوزراء رقم 2257 لسنة 2020، بنقل تبعية بعض المنشآت الصحية إلى الهيئة العامة للرعاية الصحية، والهيئة العامة للتأمين الصحي الشامل.,,
- وافق مجلس الوزراء ـ من حيث المبدأ ـ على مشروع قرار رئيس الجمهورية بشأن تغيير الغرض من استخدام مساحة أرض مملوكة للدولة ملكية خاصة بمساحة 9.9 فدان، ناحية طريق بلبيس ـ القاهرة الصحراوي، بمحافظة الشرقية، من نشاط الاستصلاح والاستزراع، لإقامة منطقة خدمات لوجستية، بعد سداد مستحقات الدولة التي تقدرها اللجان المختصة عن تغيير الغرض.,,
ويأتي ذلك تنفيذاً لتكليفات الرئيس عبد الفتاح السيسي، رئيس الجمهورية، بتنفيذ المشروع القومي لإنشاء مناطق تجارية ولوجستية، ومخازن إستراتيجية عملاقة، بهدف زيادة المخزون الاستراتيجي من السلع الأساسية، والحفاظ على جودة تلك السلع، وتحقيق استقرار الأسعار.,,

Decisions:
- The Cabinet approved a draft law amending some provisions of Law No. 277 of 1959 regarding the system of rail travel, in order to regulate the phenomenon of street vendors inside railway stations, on the sidewalks, and inside trains, to limit its random spread.
The draft law stipulated the introduction of the criminalization of some acts by street vendors that would increase this phenomenon, and adding them to Article 10 bis of the aforementioned law, which is that street vendors practice selling inside trains of all degrees, or selling goods and products of any kind at stations. Whether on the sidewalks or inside the station facility without permission from the National Authority for Egyptian Railways to do so, or in contravention of the conditions and rules set by the authority.
The draft law stressed the punishment for whoever commits the aforementioned introduced acts, so that the penalty is imprisonment for a period of no less than one year and not more than two years, and a fine of not less than one thousand pounds and not more than 10,000 pounds, or one of these two penalties, without prejudice to any more severe penalty stipulated It has the penal code or any other law.
- The Council of Ministers approved a draft law regarding the issuance of the Technologists Syndicate Law, which comes within the framework of working to regulate the profession of technologists, gathering graduates under the umbrella of a union that works to enhance their position in the labor market, establish confidence among its members, and refine them with the necessary skills, knowledge and traditions, in addition to opening Direct communication channels with various relevant authorities; With the aim of marketing and introducing this category, preserving and developing their profession, working to help them, and providing them with social and health services.
The draft law was contained in seven chapters and seventy-two substantive articles, whereby the articles of promulgation stipulated that the Prime Minister, after the approval of the Council, issue a decision to form a temporary committee of eleven members from university professors, complexes, or technological colleges with expertise in the technological field, It undertakes the initiation of the technologists' union procedures, including opening the door for registration and verifying the fulfillment of membership conditions. The committee shall have a president, two agents and a treasurer, and members of this temporary committee may not run for membership in the union’s first council.
While the articles laid down for the draft law stipulated the objectives that the Syndicate seeks to achieve, which includes working to enhance the position of technologists and raise their professional level in accordance with binding professional controls and standards, as determined by the internal regulations, preserving the dignity of the profession and defending its workers. And follow-up adherence to the traditions, etiquette and principles of the profession, in addition to working to develop and improve the performance of members to keep pace with technological development, to encourage and promote innovations and improvements in various technological fields and to spread skills and knowledge by supporting and strengthening applied research and experimental work, working to spread technological awareness, and supporting graduates with the required training and courses. To develop graduates professionally and scientifically.
In addition to participating and contributing to the planning and development of educational technological programs and various training methods, by keeping pace with the requirements of the local and international labor market, the union also aims to pay attention to the social, material and health aspects of the members and to develop the spirit of brotherhood and acquaintance between them, and to provide social, economic and health services to them and their families.
The draft law stipulated the conditions for membership and registration in the union’s tables, and the cases in which membership in the union ends. The draft also stipulated the bodies that make up the union, whether the general assembly or the union’s council, and the specializations related to those bodies, and what is required for whoever runs for the position of president or agent for the union .
The draft law also stipulated the financial system of the union, the pension fund and subsidies, the duties and obligations of the members, as well as the disciplinary system that falls on the union member who violates the duties, morals and traditions of his profession or refrains from implementing the decisions of the general assembly or the decisions of the union council.
- The Council of Ministers approved a draft decision of the President of the Republic regarding the reallocation of 163.78 acres of privately owned state-owned lands, in the Damietta Governorate, in favor of the Damietta Port Authority, by transferring from the lands allocated to the Urban Communities Authority.
- The Cabinet approved the approval of the decisions and recommendations issued by the Ministerial Engineering Committee meeting held on 9/2/2021, regarding assignment to companies or increasing assignment orders to complete the works. In order to benefit from the investments that have been spent for 51 projects, so that the requesting parties are responsible for the appropriate prices.
- The Council of Ministers approved the Ministry of Education and Technical Education's request to purchase a plot of land with an area of 4,198.9 square meters in Al-Marg District, Cairo Governorate, from the Holding Company for Construction and Development, which is one of the public enterprise sector companies; And so as to create a school for basic education on it.
- The Cabinet approved the Ministry of Higher Education and Scientific Research's request to purchase scientific devices for the benefit of the College of Science, the Center of Excellence for Banks, and the genetic and informational solutions for tumors at the Faculty of Medicine at Ain Shams University. This is in the context of supporting research and scientific bodies with the necessary equipment that enables them to perform their role assigned to them, by making use of modern technological devices.
- The Council of Ministers approved a draft decision to transfer the dependency of some health facilities in Luxor and Ismailia governorates from the bodies affiliated to the Ministry of Health and Population to the Public Authority for Health Care.
The draft decision stipulates that a number of therapeutic assets from hospitals, primary care units, and family medicine centers will be transferred to the Public Authority for Health Care.

The Cabinet was also briefed on the latest developments in the implementation of the Prime Minister’s Decree No. 2257 of 2020, transferring the dependency of some health facilities to the Public Authority for Health Care and the General Authority for Comprehensive Health Insurance.
- The Council of Ministers approved - in principle - the draft decision of the President of the Republic regarding changing the purpose of using an area of state-owned private ownership of 9.9 feddans, on the Belbeis-Cairo Desert Road, in the Sharkia Governorate, from reclamation and farming activities, to establish a logistical services area, Paying state dues estimated by the competent committees for changing the purpose.
This comes in implementation of the mandates of President Abdel Fattah El-Sisi, President of the Republic, to implement the national project to establish commercial and logistical areas, and giant strategic stores, with the aim of increasing the strategic stock of basic commodities, preserving the quality of these commodities, and achieving price stability.
